PAISBOA Health Benefit Trust was formed to provide eligible schools with high-quality health plans at affordable rates. In order to be eligible, a school must be located in the state of Pennsylvania and be a member of the Philadelphia Area Independent School Business Officers Association (PAISBOA).
Originally composed of Philadelphia-area schools, PAISBOA’s membership is growing beyond its original footprint—and so is the Trust’s.

PAISBOA Health Benefit Trust is a self-funded entity and is organized as a Multiple Employer Welfare Arrangement (MEWA). Although membership in PAISBOA is required to join PAISBOA Health Benefit Trust, the Trust is a fully independent, nonprofit legal entity separate from PAISBOA.

While the Trust was established by and exists for the benefit of its member institutions, it is governed by a dedicated Board of Trustees who are elected by the members to ensure that the needs of all of the enrolled participants are represented.
