Heather Gelting

Heather was selected for the Executive Director position in 2022 by a unanimous vote of the Board, following a recommendation from the Board’s Search Committee, at the conclusion of a national search. Heather came to the PAISBOA Health Benefit Trust (HBT) with an extensive professional background where she worked for over 25 years in Human Resources leadership, administration, education, and consulting. She held the position of Director of Human Resources at The Hill School for ten years and actively served on the HBT Board of Trustees and the Communications Committee during that time. Heather holds a B.S. in Psychology from Temple University and an M.S. in Human Resources Management from Penn State University. She and her husband Bruce raised three children in Pottstown, Pennsylvania, where they have lived for the past 24 years.
Donald Kates

Don joined the HBT staff in August 2024, bringing more than 30 years of strategic and operational success in higher education and consulting. Having served as the Vice President for Finance at Salus University for 16 years, he was responsible for strategic planning, managing and implementing critical financial functions, securing grants, and overseeing the financing related to various campus projects and renovations. In addition to Don’s financial acumen, he excelled in developing collaborative relationships with the board, faculty, and staff at Salus. Don is involved with various community organizations and professional affiliations and was a dedicated, active member of the PAISBOA HBT Board of Trustees for eight years, serving as the Treasurer and Chair of the Finance Committee and as the Chair of the Board. Don and his wife live in Elkins Park where they raised two children, one of whom attended a PAISBOA HBT member school.
Andrea Bagnell

Andrea joined the PAISBOA Health Benefit Trust (HBT) staff in March of 2020. She comes to the HBT from a nonprofit organization where she served as the Development Officer. Andrea brings many years of diverse professional experience in nonprofit fundraising, project management, and corporate sales and marketing to her role with the HBT. She earned her BS in business administration with a concentration in marketing from the University of Delaware. Andrea has lived in Narberth, Pennsylvania, for over 30 years with her husband, Tom, and their three children, all of whom have attended independent schools.
Lilla Fehér

Lilla joined the PAISBOA Health Benefit Trust (HBT) staff in April of 2024 to assist with the marketing and communications of the HBT's health benefits and programs. Prior to working for the HBT, Lilla was an account manager with a large benefits broker and has over four years of experience in employee benefits consulting. Lilla earned her BS in Finance with a concentration in Personal Financial Planning and minor in Management from Bloomsburg University. She also holds an MS in Human Resources Management, which she earned from West Chester University. Originally from the Lehigh Valley area, Lilla moved to Downingtown with her fiancé, Tyler, in 2020 and has two cats.
